JOB SUMMARY
Assists the Project Management Manager/Project Management Senior Project Manager in the project detailed planning, preparation, implementation and completion of land development / infrastructure development stages related to the construction of the assigned project. He is responsible in monitoring and reporting to the Project Management Manager/Project Management Senior Project Manager on the project accomplishment specifically on land development / infrastructure development. He directs the external Construction Manager on the daily activities to ensure attainment of project objectives related to land development / infrastructure development.
Reports to: Project Management Senior Manager/Project Management Manager
Supervises: 3rd party CM (in the absence of the Project Management Manager) & other project staff
JOB DESCRIPTION
DUTIES AND RESPONSIBILITIES
1. Assists Project Management team in the conduct of review and documentation of VRT Plan / Report and CAAP Height Clearance in order to minimize risks that are related to project boundary determination and establishment of project survey controls which will be the common basis of the designer and construction project team.
2. Leads Project Management team in the checking, validation and acceptance of actual setting of project survey controls that will be used as horizontal and vertical controls of the project in the execution of land development / infrastructure development work, and for reference in building construction within the project.
3. Supervises the validation and resolution of encroachments that resulted from actual layout per For Construction Documents relative to the boundary corners and lines that were established during the conduct of Verification, Relocation and Topographic Survey as TDD Study.
4. Coordinates with TDD consultants (specifically VRT), master planners, designers, contractors, and other professionals regarding project details that will affect the constructability of the project deliverables and that will minimize the project risks in scope, cost and schedule.
5. Assists in the evaluation and validation of the quantities of earthworks (cut and fill) that will be used in determination of percentage of completion, change order and claims.
6. Supervises the checking and validation of the accuracy of surveying instruments which are used in line and grade activities.
7. Assists the Project Team, including designer and proponent, in interpreting the topographic features and boundary aspect of the project that will need to be evaluated, addressed and resolved to minimize the impact in the project baselines - scope, cost, schedule and quality.
8. Checks, analyzes and validates the survey data of the line and grade activities of the contractor for land development / infrastructure development work and building construction work.
9. Assists Project Management Manager/Project Management Senior Project Manager in all processes and activities which are related to land development / infrastructure development work, such as but not limited to the following:
a. conduct of review and documentation of revisions of Plans, Designs and Specifications from Design Development (DD) up to For Construction Drawings (FCD) of land development / infrastructure development.
b. conduct of value engineering process by establishing cost saving items performance tracking & monitoring system to ensure attainment of project cost savings.
c. communicating and monitoring of:
c.1. compliance on the mitigating actions of the Risk Management Plan. Look for continuous improvement opportunity for the established Risk Management Plan.
c.2. compliances of the project site to the provisions and requirements of the Planning & Engineering - Systems & Procedures. Responsible in ensuring the proper implementation of the management systems set by the Planning & Engineering - Systems & Procedures.
d. monitoring that all applicable permits, clearances and certifications during the project construction and post-construction stages are properly secured, maintained and turned-over to BTG and GPMC upon project completion.
e. conduct of the pre-bid meetings, clarificatory meetings, bid submissions & opening of Project Work Bid Packages including bid tabulation of Project's land development / infrastructure development Work Packages of the assigned project.
f. preparation and preliminary review of the Contract Agreements, Letter of Awards (LOA) and Notice to Proceed (NTP) by providing adequate and accurate annexes and/or attachments.
g. consolidation of information such as attachment and annexes for the submission of the Weekly and Monthly Reports including periodic Percent of Completion (POC) Certification as required for Accounting Reports.
h. conduct of Weekly and Monthly and special / emergency meetings including the required project site walk-through site inspections with regards to land development / infrastructure development work. The APM shall be responsible in documenting the minutes of the Weekly and Monthly PM Meetings and the monitoring of closure of issues identified during the walk-through site inspection.
i. preparation of the long and short list of Bidders / Suppliers for project use. Monitor performances of Bidders / Suppliers and give feedback to Project Management Manager.
j. preparation of required attachment & annexes of the Project Authorization Orders (PAO), Billing / Payment Certificates, Request for Check Payments (RCP), Work Authorization Orders (WAO) and Change Order Requests (COR).
k. implementation and monitoring of:
k.1. health and safety objectives, targets and programs, promotion of the accident-free workplace and compliance monitoring to applicable statutory and legal laws and requirements.
k.2. environmental protection objectives, targets and programs, promotion of the environment-friendly workplace and compliance monitoring to applicable statutory and legal laws and requirements.
l. ensuring and monitoring that QA/QC inspection on workmanship is performed on completed project works at each phases of the project including closures of rectification issues/works prior to turn-over and acceptance of the areas by property management.
m. preparing SAP-PR and its required documentation and attachments. Check adequacy of attachments for billing purposes in compliance to the SAP billing procedures. Provide recommendation approval of Contractor(s) payment. Provide actions on turn-over to property management.
n. implementation and completion monitoring of the punch list items (w/in Construction Warranty) and the timely turn-over of common areas deliverables to QA/QC or to Property turn-over of amenities, common areas and commercial areas).
o. monitoring the project management activities that will lead to the attainment of the established project KRAs under his/her assigned project.
p. collating and tabulating accomplished VPER forms of the Contractors & Suppliers involved in the assigned project. The APM will be responsible in forwarding the accomplished VPER forms to the Process Improvement and Control Sr. Manager.
q. Performs other duties that may be assigned from time to time.
JOB QUALIFICATIONS AND SKILLS REQUIRED
1. Obtain bachelor's degree in Geodetic Engineering from a reputable college or university and possessing a valid PRC license.
2. Minimum 5 years work experience with 3+ years planning and/or construction experience in horizontal development that include topographic survey, relocation survey, height limit survey and construction survey.
3. Intermediate knowledge and understanding in the tools and techniques in Surveying & Mapping such as AutoCad, Civil 3D, ArcGIS, Global Navigation Satellite System Survey, Engineering Survey (specifically Topographic and Relocation Survey) and Construction Survey
4. Capability in overseeing the project execution plan in terms of achieving the project milestones specifically in line and grade using Survey software such as Civil 3D, and surveying techniques and equipment such as Total Station, GNSS Survey, Drone Survey, etc.
5. Thorough understanding of surveying principles, practices, tools and techniques that will be needed in the planning and execution of project requirements specifically to land development / infrastructure development works.
6. Ability to perform some independent analysis of data stored in the project management and control systems, specifically in executing the line and grade activities, and creates presentations using graphs, diagrams, and other exhibits to illustrate project status, for analysis and formulation of action plans whenever required for stakeholders' reference.
7. Intermediate knowledge and understanding of plans and material specifications including the tools and techniques which are necessary in execution, controlling and monitoring the project deliverables
8. Capability to explain and differentiate the scope and responsibility of involved teams at different stages of construction
