    Role Purpose

    • Responsible for overseeing the organization's approach and strategy for developing, maintaining, and expanding key private sector relationships.
    • Works with senior leadership across NEOM to help prioritize potential private sector partners, and proactively initiates relationships with key organizations that are aligned.
    • Serves as key external representative at key events and serves as focal point for relationships as appropriate.
    • Serves as an internal advisor on development of key private sector partnerships, including building the capacity of organizational leadership.
    • Supports the development and execution of corporate positioning and marketing strategies, in collaboration with key stakeholders.
    • Helps to evaluate risks of any key partnerships and oversees the development of a risk and due diligence framework for evaluating new partnerships.
    • Leads business development and has a relationship management role across key organizational functions. Serves as a key senior member of the Business Development leadership team.
    • Works with external third parties and contractors to develop relevant strategies and initiatives that support maintaining, renewing, or generating new private sector partnerships.

    Key Accountabilities & Activities

    Key Responsibilities:

    • Oversee approach and strategy for developing, maintaining and expanding key private sector relationships that support the organization's corporate priorities.
    • Work with executive and senior leadership in the Business Units to help prioritize potential partners, and proactively initiates relationships with key organizations that are aligned with the organization.
    • Serve as key external representative at key events and serve as focal point for relationships as appropriate.
    • Serve as an internal advisor on development of key private sector partnerships, including building the capacity of organizational leadership.
    • Support the development and execution of corporate positioning and marketing strategies, in collaboration with Corporate Communications.
    • Work collaboratively with Business Units, Business Unit Directors of Strategy and Business Development, and leadership in Business Planning, Corporate partnership strategies, and Proposals.
    • Help to evaluate risks of any key partnerships and oversee the development of a risk and due diligence framework for evaluating new partnerships.
    • Lead development and oversee maintenance of organization wide systems and tools that support relationship management function.
    • Represent the organization at high level meetings and key conferences, meetings with funders and partners.
    • Develop and oversee private sector strategy for diversification of funders and funding streams.
    • Create strategic work plans and frameworks to leverage, manage, and strengthen relationships among select corporate partners and organizational funders.
    • Coordinate organizations engagement and serve as a content expert on a group of funders and partners with a portfolio of our key funders.
    • Lead synthesis and dissemination of key information about select partnership priorities, technical areas; special reports to leadership.
    • Provide training and capacity building support to individuals in the principles of effective relationship management and trends in private sector engagement.
    • Develop, implement and train staff on policies and procedures to achieve department and organizational goals.
    • Manage processes for procurement and contract management to ensure:
      • Project and program benefits are defined and delivered
      • Critical interfacing supporting functions (such as legal, finance and procurement) are fully engaged
      • Preparation of PR, PQQ, RFP, Tender Scheduling documents to drive all identified Public Safety initiatives, projects and contracted resources effectively and efficiently
      • Tracking/reporting all Public Safety Department procurement activities to Director, Public Safety Programs, Integration, and Delivery
    • Manage Public Safety Department strategic partnerships including:
      • Identify and shortlist potential defense and Public Safety companies
      • Engage and conduct meetings, workshops with potential/shortlisted companies
      • Preparation of business case/feasibility study, MoU (Memorandum of Understand), Term-Sheet, and Shareholder agreement documents in collaboration with NIF (NEOM Industrial Fund)
      • Support establishment of company, including obtaining SAGIA investment license, commercial registration, and other necessary startup requirements
    • Assist in Public Safety Department budget development and monitor budget vs actual spend across all associated deliverables.
    • Conduct research and analysis of international best practices and engage with industry and institutional partners to create detailed knowledge and plans on commercial opportunities, limitations, processes, and procedures fitting the Public Safety and organization needs

    Knowledge, Skills and Experience

    • Relevant years of experience in relevant Defense and Safety-related industries
    • Comprehensive knowledge of concepts, practices, and procedures with establishing new strategic relationships with the private sector and generating new business.
    • Expertise in innovative finance, blended finance, or impact investing.
    • Ability to establish and manage trusted relationships with internal and external senior business leaders.
    • Strong knowledge of organization's technical capacity and programs to share information and create new partnerships.
    • Demonstrate and apply sound judgment to management of internal and external stakeholders.
    • Excellent communication, diplomatic, conflict management, facilitation, interpersonal and negotiation skills.

    Qualifications

    • Graduate of an internationally accredited academy or institution in related field of Business, Finance or Engineering.
    • Relevant qualifications and accreditation within declared Project Management Qualification
    • Knowledge of English language either on native or fluent proficiency is required. Written report writing, form completion, and corresponding with various parties in clear and correct English is required.
