    The Senior Regional Cooperation Specialist will lead the implementation of the CAREC 2030 Strategy, including through provision of policy support related to regional cooperation and integration (RCI) in CAREC countries; identification and implementation of ADB initiatives and technical assistances (TAs) for the CAREC Program; implementation of sector and thematic CAREC strategies; and management of the CAREC Secretariat. The Senior Regional Cooperation Specialist will work closely with CAREC/CWRD developing member countries (DMCs), key development partners and other stakeholders, as well as with relevant sector and thematic groups within ADB. The incumbent will report to Regional Head, CWRC and will supervise National Staff and Administrative Staff.

    Responsibilities:

  • Leads the implementation of CAREC 2030 Strategy through policy guidance on carrying out activities and initiatives under the CAREC's operational clusters and crosscutting themes.
  • Leads the organization of high-level CAREC events (e.g., Senior Officials' Meetings, Ministerial Conferences) including preparation and coordination of deliverables, agenda and content, and organization of the events. Coordinate with CAREC sector and thematic focals on conduct of various sector and thematic working groups meetings and events.
  • Leads the identification and generation of CAREC investment pipeline, in collaboration with CAREC sector and thematic focal points, and with development partners. Facilitate mobilization of funds for CAREC operations and activities.
  • Leads the preparation of a mid-term review of CAREC 2030 Strategy in collaboration with CAREC DMCs, development partners, and other relevant stakeholders.
  • Processes and implements CAREC-related TAs and provide support to processing and implementation of the TAs.
  • Oversees the implementation of all CAREC sector and thematic strategies, and leads the implementation of one or two such strategies.
  • Serves as CWRD's RCI focal point and support CWRD's RCI operations including collection and analysis of RCI operations data, support to processing of RCI TAs and investment projects in Sectors Group, as well as facilitation of financing and/or cofinancing for RCI operations.
  • Reviews and comments on ADB's RCI-related economic and policy analysis work.
  • Supports CAREC and CWRC knowledge work in effectively addressing CAREC and CWRD DMCs' emerging needs, and in generating RCI investment opportunities.
  • Leads the Secretariat's work on implementation of CAREC communication and outreach policy. Effectively promotes the CAREC brand and key messaging, and CWRC RCI work through various social media and platforms, in coordination with the Department of Communications and Knowledge Management.
  • Leads the work on CAREC performance as part of CAREC results framework. Liaises with other CAREC development partners to monitor, manage and prepare relevant analytics and reports.
  • Provides leadership and support to reporting staff (ADB staff and consultants); provides clear direction and regular monitoring and feedback on their performance.
  • Qualifications;

    Relevant Experience & Requirements:

  • Master's degree in Economics, Development, Public Policy, International Relations or other related fields. A University degree in these or other related fields combined with 5 years specialized experience relevant to the position may be considered.
  • At least 10 years of relevant professional experience in regional cooperation and integration, project management and implementation, economic analysis and other relevant areas.
  • International experience working in several countries. Experience with CAREC countries is an advantage.
  • Excellent written and verbal communication skills in English.
