Job Overview: The Industrial Engineer – Utilities is responsible for analyzing, improving, and optimizing the efficiency, safety, and cost-effectiveness of boiler and water treatment operations. The role focuses on process improvement, manpower planning, performance measurement, and operational documentation. The position is also designated as the company's Pollution Control Officer (PCO) and supports environmental compliance in accordance with DENR regulations.

Duties and Responsibilities

Process Improvement and Operational Efficiency
Analyze boiler and water treatment processes to identify inefficiencies, bottlenecks, and improvement opportunities.
Develop, review, and improve standard operating procedures (SOPs), process flows, and work instructions.
Support continuous improvement initiatives such as Lean, Kaizen, and Six Sigma.
Manpower Planning and Scheduling
Design and optimize shift schedules for boiler and water treatment personnel.
Analyze manpower utilization, overtime trends, and workload distribution.
Ensure work schedules comply with labor laws and operational requirements.
Performance Measurement and Reporting
Develop, monitor, and analyze key performance indicators (KPIs) for utilities operations.
Track efficiency, downtime, chemical usage, energy consumption, and labor productivity.
Prepare dashboards and periodic management reports.
Cost Control and Resource Management
Analyze operational costs related to fuel, chemicals, water usage, maintenance, and labor.
Identify and recommend cost-saving initiatives without compromising safety or compliance.
Support utilities budgeting and cost monitoring activities.
Pollution Control Officer (PCO) Responsibilities
Act as the company's designated Pollution Control Officer in compliance with DENR regulations.
Monitor wastewater discharge, emissions, and waste management practices.
Maintain environmental monitoring records, reports, and compliance documentation.
Coordinate with DENR, EMB, and other regulatory agencies during inspections and audits.
Recommend corrective and preventive actions for environmental non-compliance.
Promote environmental awareness and compliance within the plant.
Willing to undergo DENR-accredited PCO training if not yet certified.
Safety, Compliance, and Documentation
Support compliance with occupational safety, boiler regulations, and environmental standards.
Assist in preparing documents for DOLE, DENR, boiler inspections, and internal or external audits.
Maintain accurate and organized operational and compliance records.
Systems and Cross-Functional Coordination
Improve operational tracking systems (manual or digital) for utilities performance.
Coordinate with boiler operators, water treatment personnel, maintenance, HR, and management.
Assist in developing training materials, SOPs, and performance standards.

Qualifications

Bachelor's Degree in Industrial Engineering.
Fresh graduates are welcome to apply.
Experience in manufacturing, utilities, plant operations, or environmental compliance is an advantage but not required.
Willing to work on-site in an industrial or plant environment.
Willingness to undergo DENR-accredited Pollution Control Officer (PCO) training if not yet certified.
Strong analytical, organizational, and documentation skills.
Basic proficiency in Microsoft Excel and reporting tools.
