Job Description
As a member of the Forest Flavors project team, you will monitor and report on all project activities in support of Catholic Relief Services' (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

You will provide technical support to project partners in the implementation and coordination for coffee value chain interventions that improve farmer incomes and climate resilience through integrated agroforestry, market linkages, and enterprise strengthening.

Responsibilities
The Project Officer will have the following general roles and responsibilities:

• Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
• Monitor and report on any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
• Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
• Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
• Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

Specific Roles and Responsibilities under the Forest Flavors Project include the following:
Agroforestry and Production Systems

• Support partners in the conduct of Training of Trainers (TOT) and roll-out of farmer extension initiatives.
• Work with the DENR to provide technical advisory on basic coffee-agroforestry models appropriate base on area elevation, share species and farmer goals.
• Promote and support reforestation sourcing practices and adoption.

Coffee Value-Chain and Market Systems

• Update value chain mapping in project sites including but not limited to buyers, service providers, governance, constraints, and opportunities.
• Support and facilitate market linkages such as agreement between farmer and buyers, quality requirements and protocols, and logistics coordination.
• Support the strengthening initiatives of partners (NGO and CBFM) in relation to governance, simple record-keeping and aggregation.

Partnerships and Coordination

• Work with project partners to coordinate with government line agencies, LGUs, extension services, and research institutes to mobilize technical expertise, facilitate joint field activities and strengthen local institutional support.
• Work with project partners to partner and engage with financial service providers (Microfinance institutions, banks, cooperatives) for production or working capital solutions.
• Support engagement with multi-stakeholder platforms (such as Provincial Coffee Council) strengthen governance and policy support formulation.

Monitoring, Evaluation, Accountability and Learning (MEAL)

• Support the MEAL Officer in conduct of period field project monitoring.
• Support the planning, facilitation, documentation, and follow‑through of After-Action Reviews to ensure continuous learning and improvement across project activities.

Safeguard, Inclusion and Risk Management

• Ensure gender equity & social inclusion (GSI) in participation, leadership, and benefit sharing.
• Promote and facilitate participation of farmers in the project's feedback and safeguarding mechanisms to ensure issues are surfaced early and addressed promptly.

Qualifications
Basic Qualifications

• Bachelor's degree in Agriculture, Agronomy, Forestry, Rural Development, or Agribusiness or relevant to the area.
• Minimum of 2–3 years work experience in value chain projects and related project support.
• Experience in participatory action planning and community engagement.
• Experience with farmer organizations, extension systems, and public–private partnerships (PPPs).
• Competence in MEAL (Monitoring, Accountability and Evaluation & Learning) and GIS/digital farm data tools.

Preferred Qualifications

• Experience implementing, monitoring projects and collecting relevant data preferred.
• Experience in the field of Value Chain Development, Agroforestry and for an NGO would be a plus.

Knowledge, Skills And Abilities

• Proficient in using MS Windows and MS Office packages (Excel, Word, PowerPoint).
• Observation, active listening and analysis skills with ability to make sound judgment
• Good relationship management skills and the ability to work closely with local partners and community members
• Attention to details, accuracy and timeliness in executing assigned responsibilities
• Proactive, results-oriented and service-oriented

Required Languages

• Fluent in written and spoken Filipino and English

Key Working Relationships

• Supervisory: None
• External: Yakap Kalikasan Tungo sa Tunay Na Kaunlaran
• Internal: CRS staff, including Human Resources, MEAL, Supply Chain Management, Finance, Operations

Travel:
Must be willing and able to travel up to 75%.
