    The Community Mobilizer facilitates and implements community mobilization activities at the barangay level, ensuring meaningful participation of children, families, and community stakeholders in advancing social transformation for girls and boys at risk of early pregnancy, child, early and forced marriages and unions (CEFMU), and cohabitation with older men. The Community Mobilizer works directly with child-led and adolescent-led groups, families, community-based organizations, and barangay leaders to strengthen community systems, manage referrals, and promote active citizenship. Guided by the Community Development Officer, the CM ensures that community voices and locally led initiatives inform program implementation and advocacy. This role contributes to Save the Children Philippines' Organizational Strategy 2025–2030 by advancing Goal 1 (health, learning, protection, and participation of the most excluded children) and Goal 3 (organizational performance), through frontline delivery of locally led action and sustainable community-driven change.



    Requirements

    Essential skills, knowledge or experience

    • Strong knowledge of child rights, adolescent sexual and reproductive health (ASRHR), protection issues, and gender equality.
    • Understanding of community mobilization approaches, local governance, and social accountability mechanisms.
    • Knowledge of Philippine child protection systems, ISDN, and local health/social service networks is an advantage.
    • Proven track record in community mobilization, child participation, or advocacy initiatives.
    • Experience working with child-led and adolescent-led groups, CSOs, and local government units.
    • Experience in facilitating family engagement, including fathers/male carers, in development programs.
    • Experience in public investment processes.
    • Strong communication, facilitation, and interpersonal skills, with ability to engage diverse stakeholders.
    • Critical thinking and problem-solving for adaptive program delivery.
    • Ability to work in multi-stakeholder environments and contribute to team learning.
    • Commitment to child protection, inclusion, and safeguarding principles.
    • Flexibility to travel to town and work in community settings 

    Desirable skills, knowledge or experience

    • Experience in monitoring and evaluation, including the use of tools and software for data collection and analysis.
    • Knowledge in participatory approach
    • Working with NGOs or development agencies on ASRHR programs
    • Working with NGOs or development agencies on Child Protection programs
    • Working with NGOs or development agencies on Gender Equality programs.
    • Familiarity with the cultural context and social dynamics of the targeted communities. 

    Required education and qualifications (certifications, licenses, accreditations, etc.)

    •  A degree in Social Sciences, Development Studies, Community Development, Public Administration, Public Health, or a related field.
