We are seeking a Senior Regional Programme Manager to join our dynamic, rapidly growing and innovative organisation.

We are seeking a Senior Regional Programme Manager to join our dynamic, rapidly growing and innovative organisation.

The right candidate will be a team player as well as have strong interpersonal skills and excellent english. The candidate's main focus will be to lead RELP activities in the South East Asia region, including country engagement and iTrust specific initiatives. This senior role requires expertise in navigating clean energy project financing and public procurement in the region (also through the use of guarantees and/or other de-risking instruments), coupled with an extensive network among government officials, multilateral development banks (MDBs), Development Finance Institutions (DFIs), and development partners. The ideal candidate will have a robust background with at least 15 years in the energy sector, and deep understanding of the main technical and financial aspects related to energy projects and public procurement. They will also have an extensive network spanning among government officials, multilateral development banks (MDBs) and/or development financial institutions (DFIs) and first hand knowledge about the main technical assistance (TA) initiatives in the clean energy sector ongoing both at national and regional levels.

The Regional Programme Manager will work in close collaboration with and report to the Director of Country Engagement and the iTrust Managing Director.

How you will contribute:

• Strategy: mapping target countries and prioritisation/building of a pipeline of target countries.
• Develop, establish and maintain strategic partnerships with government entities, MDBs, DFIs, and other development partners at regional and country levels.
• Coordinate with stakeholders to ensure alignment and synergies among various clean energy initiatives.
• Lead regional efforts to secure engagement with target governments and fundraising activities for iTrust, leveraging relationships and expertise in clean energy public procurement.
• Lead the preparation of RELP cooperation agreements with governments, including the definition of scope of work and related plans towards programme implementation.
• Lead the preparation of partnership agreements with new partners.
• Lead RELP activities in positioning RELP technical assistance core activities and the iTrust as a regional guarantee facility, managing interactions with the MDBs, DFIs, philanthropies, private and public donors potentially interested in funding iTrust guarantee facilities for the region.
• iTrust/RELP fundraising: plan and conduct fundraising initiatives leading to the preparation of funding proposals and all related aspects necessary to activate funding for iTrust guarantee facility and/or RELP technical assistance activities.
• iTrust delivery: once the implementation of iTrust is being negotiated with a specific government in the region, oversee the process and facilitate the creation of a country team or whatever is considered necessary in support of the action plan.
• Coordinate with and provide oversight to the RELP Delivery Team, once RELP starts operations, delivering services into a specific country (facilitating the transition from Country Engagement to the Delivery phase).
• Monitor political, regulatory and market developments impacting clean energy and financing in the region and adapt RELP strategy to the new contexts.
• Coordinate with RELP Core Team and in particular with RELP Country Engagement and iTrust teams for constant interaction and collaboration on the various activities.

What you will bring:

• Previous experience working for MDBs, DFIs in the region.(Mandatory)
• Bachelor's or Master's degree in Energy Management, Finance, Business Administration, or related fields.
• Minimum of 15 years in the energy sector, with substantial experience in clean energy projects.
• Excellent verbal and written communication skills in English.
• Deep understanding of project financing, public procurement, and guarantee mechanisms.
• Extensive network within government, MDBs, DFIs, and development partners in South East Asia.
• Proven track record of leadership and success in managing complex projects and partnerships.
• Deep working knowledge of the operations and dynamics of national electricity markets, renewable energy markets and relevant technologies in the South East Asia region.
• Ability to prioritise multiple assignments and problem solve with minimum supervision.
• Demonstrated track record of working with public clients and teams.
• Project management experience, dynamic person to take responsibility on the objectives jointly set at management level and with proven ability to deliver on these.
• Strong interpersonal skills, teamwork skills and work ethic.
