    Following the success of earlier initiatives, UNHCR, the Ministry of Social Services and Development (MSSD), and partners with funding support from the Japan Government, will continue the implementation of birth registration initiative covering 50 municipalities in BARMM from 2023 to 2025. The initiative seeks to provide technical assistance to strengthen the capacity of the identified priority municipalities in formulating a participatory strategy in addressing the gap on birth registration. This includes provision of support to the priority municipalities through digitization and capacity building for relevant stakeholders and key duty bearers. In addition, advocacy activities on the importance of birth registration will also be carried out with active engagement and participation of youth groups and key duty bearers. This will be carried out to ensure sustainability of the initiative.

    Furthermore, UNHCR aims to reinforce efforts to prevent deterioration of the protection space for Sama Bajau and unregistered children within the context of forcible displacement due to armed conflict as well as complement the normalization efforts of the Government through birth registration of former combatants. This will also ensure sustainability of the efforts initiated based on the below assumption that all implementations will be designed and implemented in partnership with the local government units, in consultation with representatives of all sectors of the target communities (e.g., community leaders, women, youth, children, people with special needs or PWSN). This is also in line with the key protection principle of meaningful community participation and empowerment.

    The Programme Associate who will render support to the Project team by closely working with project partners to ensure timely download of instalments, correct financial reporting, and follow through to ensure that findings of monitoring exercises are reviewed and used to inform current and future programming. The candidate should have years of relevant experience in exercising functions in said capacity. It is desired that the candidate will have relevant experience in planning, resource, and partnership management, monitoring and evaluation. Familiarity of the statelessness issues in Mindanao is desired. Since reporting will also be an important component to be delivered by the incumbent of this position, skills on narrative report and technical writing are desirable.

    Having completed a degree in in Business Administration, Law, Political Science and other related discipline will also be an advantage for the candidate.

    Under the supervision of the Assistant Admin Officer, the Programme Associate will be expected to:

    Duties and Responsibilities:

  • Support the assessment and analysis of the needs of persons of concern in the country/region in a participatory manner and using an Age, Gender and Diversity (AGD) perspective and disability inclusion principle as basis for planning.
  • Assist in managing the development of a broad network of partners, good coordination practices and the development of partner capacities related to programme management if applicable.
  • Assist in organizing and documenting the selection of partners in accordance with the policy on selection and retention of partners, ensuring due diligence to meet the requirements of projects.
  • Provide support to the field with technical advice to ensure partnership agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures included in the framework for implementing with partners.
  • Support the implementation and performance of partnership agreements through field visits and appropriate physical monitoring if applicable, reviewing performance and financial reports.
  • Support the development and implementation of MFT monitoring plans for activities implemented through partnerships and those under direct implementation in line with Programme Manual and programming instructions.
  • Contribute to the review and analysis of operations plans, mid-year and year-end reports of the different UNHCR offices, ensuring quality assurance and compliance with established policies, guidelines, procedures and standards. Generate and maintain records of implementation rate (performance progress and expenditures) on a regular basis.
  • Follow up on any change in regard to alignment of results chain, verifying indicators, budget, prioritization, apportioning needed to measure programme performance, trends and target interventions, contributing to soundness of Operations Plan and enhancement of data quality.
  • Follow up with UNHCR offices the compliance with issuance of audit certificates for partners in line with the Policy on Risk-Based Project Audits.
  • Provide support to the field through technical advice and training on resource allocation processes and other programmatic issues.
  • Use UNHCR's corporate tools (e.g. COMPASS, Cloud ERP and PROMS ACONEX) for core activities related to planning, budgeting, implementation and reporting, generating data for evidence-based programmatic decisions and analysis.
  • Support UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.

  • Years of Experience / Degree Level
  • For G6 – 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher
  • Relevant Job Experience:

    Essential:

  • Demonstrated experience in programme management, Operation Management Cycle and related processes. Knowledge of Results Based-Management. Computer skills (in MS office) including advanced Excel skills (pivot tables, data management, etc.).
