    COMPETENCE DEVELOPMENT OPFFICER
    Job Objective

    As a Competence Development Officer for PHILCAMSAT CDC, your primary responsibility is to design, implement, and oversee training and development programs for Global Maritime Professionals in accordance with international regulations and industry standards.

    Your role is crucial in ensuring that seafarers possess the necessary skills, knowledge, and competencies to perform their duties effectively and safely while onboard ships or other maritime vessels.


    Key Responsibilities:

    Training Program Development (Cornerstone and Capstone):
    Research and analyze industry trends, best practices, and regulatory requirements related to seafarer training. Design comprehensive training programs to enhance the skills and competencies of seafarers, including technical, safety, and soft skills training. Collaborate with subject matter experts, maritime authorities, and external training providers to develop relevant and up-to-date training content.

    Training Delivery and Facilitation:
    Conduct training sessions for seafarers using various teaching methods, such as classroom instruction, practical simulations, and e-learning platforms. Facilitate discussions and interactive sessions to encourage active learning and knowledge retention among seafarers. Ensure that all training materials and resources are well-prepared and accessible to the participants.

    Competency Assessment and Evaluation:
    Develop and administer competency assessments to evaluate the proficiency of seafarers in various job-related areas. Review and analyze assessment results to identify areas for improvement and develop personalized training plans for individual seafarers. Monitor the progress and effectiveness of training programs and make necessary adjustments to enhance their impact.

    Compliance and Documentation:
    Ensure all training activities are compliant with relevant international regulations, industry standards, and company policies. Maintain accurate records of training sessions, assessments, and training-related documentation for auditing purposes. Assist in the preparation and submission of training reports to relevant maritime authorities and management.

    Continuous Improvement:
    Continuously seek feedback from seafarers, superiors, and stakeholders to identify opportunities for improvement in training programs and processes.

    Stay updated with the latest advancements in maritime technology, regulations, and industry practices to enhance the quality and relevance of training.


    Team Collaboration:


    Collaborate with other competence development officers, competence development manager, crewing managers, PHILCAMSAT program heads, RND personnel and onboard supervisors to ensure seamless integration of training programs with crew rotations and vessel operations.

    Following are the non-exclusive duties and responsibilities of the Competence Development Officer.

    • Assist the Competence Development Manager on the day to day operations of CDC;
    • Monitor the daily functions of the competence development associates as required by the Competence Development Manager
    • Manage the accreditation of Training Centers based on the criteria set;
    • Facilitate pre and post training evaluation of the in-house training;
    • Monitor the competence development associates with the conduct of training for PDOS and Anti-piracy seminars.
    • Coordinate with the Training operations head of PHILCAMSAT for the scheduling and assigning of instructors for CDC in house training courses.
    • Update in-house training materials
    • Screening of cadets
    • Facilitate selection of qualified cadets;
    • Monitor and ensure completion of cadet/ officers development training program;
    • Endorse qualified cadets and/or officers for promotion to the crewing department;
    • Monitor the competence development associates with booking of external training when needed.
    • Generates the statistical report for assessment, training and cadet program for CDC operations as required.
    • Carry out any task deemed necessary by the management.
    Quality Functions

    • Familiarizes herself with the Quality Procedures, Company Policy,
    etc. in respect to her functional area

    • Maintains quality and productivity standards as set by Management
    • Immediately addresses any non-conformance/s found on her
    functional area

    • Implements and monitors approved Corrective Action to prevent
    recurrence of the problem

    • Alerts immediate superior of any issues that impact production and
    quality

    • Responsible for maintaining relevant copies of OPITO documents for
    audit purposes

    Required Competencies
    Educational Attainment
    Graduate of a 4-year course

    Professional Experience
    Incumbent is expected to have an experience on Crew Career Development Program, with good communications skills, is
    technology-savvy and displays high customer service through on-time response to on-line queries.
