    Within the framework of the strategic objective to develop and sustain WHO as a flexible learning Organization, enabling it to carry out its mandate more efficiently and effectively, the Regional Staff Physician's Office will promote good occupational health in order to protect/improve staff's physical and mental health and foster a healthy and safe working environment. He/she will provide care and medical advice to all WHO staff in the region, with particular attention to medical reference adjudication, occupational health issues, preventive health care and health promotion and education.

    Duties:

    The incumbent performs the following duties:

  • Promotes, contributes to the design of, and leads the implementation of proactive, effective, and efficient medical and occupational health policies, standards, guidelines, best practices and procedures for health promotion and prevention of disease, illness, and injuries of employees, appropriate to the conditions in the Western Pacific Region;
  • Prepares adapted guidelines and needed documentations for all mass deployments of staff in the field;
  • Ensures organization-wide coordination and consistency of operational health policies and practices in the Region;
  • Advises and makes recommendations to Administration and staff regarding the following issues:
  • Local working and living conditions and health hazards; availability and quality of health care and medical facilities locally and in the region; staff health insurance, compensation and disability matters.
  • Preventative measures to be taken with regard to major diseases.
  • Local and regional medical facilities and health networks.
  • Situations relating to poor work performance/attendance of staff due to problems of substance abuse (alcoholism, drugs, etc.), stress or Evaluates medical facilities in field locations with appropriate recommendations and authoritatively advises DAF and RHRM and decides on medical evacuations;
  • Provides technical, treatment, and advisory interventions, including in person, in country offices in the event of major disasters, such as epidemics, and natural or human catastrophes;
  • Leads the work of the unit, by planning, establishing standards, adjusting priorities, managing staff performance, budgetary and other resources to deliver the anticipated range of client services, and projects, notably, the following:
  • Conducting various types of employment medical examinations, including by authorized physicians outside the Regional Office, classifications, and determinations of staff fitness for duty;
  • Approving and controlling sick leave of staff members in the region, medical evacuations within and outside the region;
  • Providing emergency medical care, confidential medical advice and counselling to the staff; Advising on, and supervising, vaccination services for WHO/WPRO staff and their families and providing travel advice/medicines prior to travel of staff; Managing provision of counselling and psychological support services to staff.
  • Guides, advises and jointly supervises nursing staff.
  • Prepares and provides medical coverage for major meetings in the Regional Office and outside (Regional Committee, etc.)

    • Required Qualifications:

  • Advanced university degree in Medicine from a recognized medical institution

    • Experience:

  • At least 7 years' graduate, extensive clinical experience in internal and general medicine either in private practice or in a hospital at least 3 years of which should be in an international context.

    • Skills:

  • Knowledge of the latest medical, diagnostic techniques and clinical practices; Demonstrated expertise in establishing best practices and strategies in occupational health and wellbeing work in order to position the Organization; In depth knowledge of the major health care facilities and specialists in the WPRO Region; Knowledge of WHO's operation priorities in the Region; and sensitivity to the stress and strain under which the staff work; Ability to lead, motivate and empower team members.
