The Role

I. BACKGROUND

We are currently recruiting for a full time Air Quality Specialist to join our dynamic team at Clean Air Asia in Manila, Philippines. A self-motivated and independent individual with technically-sound knowledge and skills in atmospheric science and air quality management with strong interest in air quality and policy research and communication, and with experience in project management. Preference will be given to candidates based in the Philippines.

Ii. Job Purpose

The Air Quality Specialist will play a key role in the development, implementation, and review of air quality activities and projects of Clean Air Asia. He/she is expected to provide the technical guidance to effectively implement the Air Quality and Climate Change Program of Clean Air Asia. The Air Quality Specialist will contribute to strategic planning and provide technical advice/input to help develop Clean Air Asia's position in current and emerging air quality and climate change issues in the region.

Iii. Responsibilities And Scope Of Work

Under the direct supervision of the Air Quality and Climate Change Science Lead, the primary duties include:

• Program Development and Management
• With the Air and Climate Change Science Lead and Program Manager, contribute to the achievement of expected outcomes and impacts of the Air Quality and Climate Change Program in accordance with the Clean Air Asia Strategy and based on demands, trends, and innovation potential for the Program.
• Be the lead technical resource within Clean Air Asia, with in-depth and updated knowledge on specific topics relevant to air quality management and climate change, and contribute to the knowledge pool of the organization on challenges and opportunities (e.g., on policies, technology, and capacity building).
• Act as focal point, together with the Air Quality and Climate Change Science Lead, for key projects of the Manila program team.
• With the Air Quality and Climate Change Science Lead, contribute to the fundraising efforts of the Program.
• With the Air Quality and Climate Change Science Lead, support the implementation of programmatic outreach and communication activities, as well as the development of suitable knowledge products.
• Deliver other tasks assigned by the Air and Climate Change Science Lead and Program Manager of Clean Air Asia on program development and management, contributing to Clean Air Asia's Strategy.
• Project Management and Implementation
• With the Air Quality and Climate Change Science Lead, define and manage for key projects, the scope and budget, including project deliverables and milestones, and ensuring agreement on scope by the stakeholders. Ensure that any changes to the project scope are documented and communicated to and agreed with the key stakeholders, and any modifications are reflected in contracts as may be required.
• Ensure that strictly no implementation work is undertaken outside of the project portfolio and that donor support are used only for the purposes in the donor agreement.
• Define and manage workplan for key projects. Following project initiation and inception, develop and regularly update project schedule and implementation plan, representing all the agreed activities of the project; monitor the progress of project implementation, including risk and financial management, ensuring project delivery on time and within budget.
• Establish and maintain updated task descriptions for project teams, delineating the roles and responsibilities of each member.
• Manage procurement and consultancy contracts for key projects in cooperation with the Air and Climate Change Science Lead and FAS; where applicable, designate coordination roles to member(s) of project teams to work with consultants/contractors.
• Together with Researchers, manage and review outputs prepared by consultants/contractors and endorse approval of documentation submitted following FAS guidelines and processes.
• Work with Air and Climate Change Science Lead to ensure technical quality of outputs of managed team member(s).
• Lead the implementation of key projects, directing research design and execution, collaborating with project technical leads, ensuring thoroughness of methods and overseeing related activities; ensuring outcomes directly contribute to sustainability of program impacts and/or follow-up activities.
• Support in coordinating related organizational processes (e.g., supervision of researchers in managing volunteers/interns, program monitoring and evaluation, program budgeting, administration, etc.) to ensure robust and meaningful program implementation.
• Staff Management
• Line manage relevant project team members, including consultants and interns, in accordance with functional and organizational goals
• Report to the Air and Climate Change Science Lead on productivity and other performance indicators of assigned team members on a monthly basis or as the need arises.
• Support the Air Quality and Climate Change Science Lead in identifying training needs of the managed team member(s) to improve performance and delivery of the organization's initiatives.
• Maintain a positive work environment to facilitate collaboration and peer learning.
• Knowledge Management
• With the Air and Climate Change Science Lead, lead in keeping track of trends and developments in air quality management and climate change mitigation across Asia.
• Lead the team in preparing an overview of key and emerging issues governing air quality and climate change within the region, and sharing updated information with the relevant team members of the Policy, Research, and Outreach team;
• Contribute where necessary to communication materials and representation, such as CAA website, interviews, news and feature articles, and information packages about the organization (i.e., PowerPoint Presentations, brochures).
• Organize and/or contribute to targeted brown bags and learning sessions to build the capacity and awareness of staff on key and emerging trends and discourse on sustainable transportation.
• Partnership Building
• Develop and maintain professional relationships with key CAA partners and stakeholders.
• Represent CAA in selected meetings/conferences and effectively communicate Clean Air Asia's position on technical and development issues related to air quality and climate change.

The selected candidate will be appointed for two (2) years under a full time fixed-term staff contract, with possibility of extension based on satisfactory performance. The probationary period is 3 months. The base monthly remuneration is competitive but may vary subject to the candidate's professional qualifications and work experience. In addition to government-mandated employee benefits, Clean Air Asia provides HMO medical and hospitalization insurance, 24 days paid vacation leaves, up to 10 days sick leave, and observes 13 public holidays per year. Clean Air Asia also provides opportunities for travel domestically and internationally.

Ideal Profile

• A Master's degree in Atmospheric Science, Environmental Science, Environmental Engineering, Environmental Management, Environmental Economics, Environmental Sociology, Development Management, Chemistry, Meteorology, Engineering or any related discipline. An advanced degree and/or skills related to specific fields is an advantage (e.g., environmental and/or public policy, data science, remote sensing, programming). Relevant PhD degree will be an advantage.
• Minimum 5 years of combined work experience on different areas of environmental management and sustainable development, including but not limited to air quality, climate change, energy, policy research, environmental economics, environmental sociology, capacity building, urban development and planning, monitoring and assessment.
• International exposure on policy development work is an advantage.
• Capable of representing Clean Air Asia at high-level meetings and workshops
• Experience in project management and stakeholder coordination
• Strong technical writing skills, with the ability to do research, analyze and present data. Having written publications is an advantage.
