    The (Associate) Project Analyst will provide administrative and analytical support to the functions of portfolio/pipeline management, project administration, and project processing. The incumbent will report to Head, Project Administration Unit and/or designated International and senior National Staff.

    Responsibilities:

    Work independently and collaboratively as a team member on all or a combination of the following transactions and/or clearly defined areas:

    Portfolio Management Reporting and Statistical Reports Consolidation:


  • Collects, compiles and summarizes data and statistics in the division for the generation of periodic reports on project administration, closing of loan/grant projects, the completion of Technical Assistance (TA) projects, anticipated loan saving in projects, status of project implementation for cofinanciers, status of selection and contracting of consultants, contract awards and disbursements of loan projects including monitoring and analyses of the actual awards and disbursements against targets to identify shortfalls and their underlying causes, and progress in the preparation of project/technical assistance completion reports in timely manner. Participates in the internal portfolio meetings when needed.
    • Project Processing:
  • Contributes to the preparation of the project administration memorandum (PAM) by gathering and consolidating data for the appendices; and drafting project description/scope, project cost, loan allocation, procurement, loan covenants, etc.
    • Project Administration:
  • Ensuring compliance with project administration instructions, assist and monitor the administration of complex and challenging loan/grant and TA project by following up physical progress of assigned projects and provide guidance to EAs/IA on project administration matters to improve project performance, notably expediting procurement/contract awards.
  • Familiarizes EAs/IAs with ADB policies, guidelines and procedures, ensuring their compliance with project covenants in coordination with relevant departments/offices in ADB. Monitors progress of contract awards and contract delivery/outputs by following up submission of project reports, project/entity financial statements, etc. Maintains related documents, records, and files of projects and maintains a computer-based information system for project administration matters.
    • Project Review and Monitoring:
  • Reviews reports and other products of the assigned projects to ensure that appropriate attention has been given to environment and social safeguards aspects.
  • Support monitoring loan/grant and TA compliance with ADB's safeguard policies. Maintains records needed to monitor compliance with loan/grant and TA covenants, to follow up outstanding obligations of executing agencies such as the submission of audited financial statements, monitoring & evaluation implementation, and quarterly progress reports; and inputting data on the status of such compliance into relevant ADB systems.
  • Reviews audited financial statements of the assigned projects.
    • Project data management:
  • Prepares and updates individual records in relevant ADB systems for assigned loans/grants and TAs at required intervals on a timely basis, outlining all the required details such as project description/scope, financing amount, safeguards, covenants, financial management, etc.; and creates and updates the Project Data Sheets of assigned loans/grants and TAs.
    • Qualifications:

    Relevant Experience & Requirements:
  • Bachelor's degree in finance, Business Administration or a field related to development.
  • At least 5 years of relevant professional experience.
  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps.
  • Has excellent spreadsheet analytical skills and is able to conduct cost-benefit analysis to support decision-making.
  • Ability to set priorities for self and junior team members.
  • Excellent written and verbal communication skills in English, including effective report-writing abilities.
  • Proficient in required information technologies and experienced in corporate level information systems as an end-user.
  • Ability to provide guidance to other AS staff on assigned areas of work.
  • Ability to liaise and work effectively with government officials within own work location and with colleagues throughout ADB.
  • Ability to work collaboratively with teams as a constructive team member.
  • Ability to work with individuals from different cultural/national backgrounds.
